FEERM — thermal renovation of the block via the association
FEERM funds improving the energy efficiency of apartment blocks. It is the owners association that applies, on the basis of a general-assembly decision and an energy audit. For a block, that means dozens of apartments getting new windows in one project.
What FEERM is
FEERM is an energy-efficiency funding programme, run through CNED, that supports the thermal renovation of apartment blocks — insulating the façade and roof, replacing windows in the common areas and, depending on the project, in the apartments too.
According to CNED, the programme is backed by the European Union together with Germany, Norway and Denmark. The applicant is not the individual owner but the owners association that manages the block.

How an association applies
The path below is the typical one. The exact stages, forms and deadlines are those CNED publishes for the current call — check them before you start.

The general-assembly decision
The owners, through the association’s general assembly, decide to take part in the programme and mandate the administrator to prepare the file.

The energy audit of the block
An auditor assesses the block and recommends the energy-efficiency measures — insulation, roof, windows in the common areas — with the estimated savings. The audit is the technical basis of the file.

The file and the technical documentation
On the basis of the audit, quotes and specifications are drawn up for each work item, windows included. This is where we come in, with the PVC joinery part.

Submission to CNED and assessment
The association submits the file to the programme operator, who assesses it against the criteria and budget of the call.
What the energy audit leads to
The energy audit is not a formality — it is what determines what gets funded. If the audit identifies the old windows in the common areas (stairwell, entrances) as a major source of heat loss, replacing them is among the recommended measures and becomes part of the fundable work.
The audit’s recommendations also drive the specification: what thermal performance the new windows must reach. We build the offer so that it meets those requirements, position by position.
What happens to the windows when a block enters the programme
In a thermal-renovation project the windows in the common areas — the stairwell, the corridors, the entrances — are usually replaced under the programme, as part of the block’s thermal envelope.
The windows inside the apartments may or may not be included, depending on the approved project and the audit. Even where they are not, many owners choose to replace theirs in parallel, to the same specification, so the façade looks uniform and the heat saving is real for the whole block.
The practical result is a coordinated order at block level, with a single profile and insulating glass unit — exactly the kind of project we handle directly with the association.
Documentation for the association’s file
An association’s file combines the association’s legal documents, the energy audit and the quotes plus specifications for each work item. We prepare the windows part, in the format the programme requires.
How we build the offer for a block
For a block we itemise the quote by position and by stairwell: each window type, quantity, dimensions, profile, insulating glass unit and thermal transmittance, plus the totals per stairwell and per block. The assessor sees the structure, not a lump sum.
The technical specification is written in the terms of the programme and the audit, with the emphasis on thermal performance, so the offer maps directly onto the recommended measures and the file is not returned.
