Casa Verde — a grant for replacing windows

Casa Verde gives individuals non-refundable grants for energy-efficiency measures in the home. Replacing old windows with a high-performance insulating glass unit is, as a rule, an eligible measure. Below: what it covers, what documents it requires, and how we prepare our part.

What the programme is

Casa Verde is a state programme through which individuals can receive a non-refundable grant for energy-efficiency work on their home — solar panels, heat pumps, insulation and, among them, window replacement.

The grant is non-refundable: the covered part is not repaid. The rest of the cost remains with the owner. The exact conditions, the list of eligible works and the submission procedure are published by the programme operator for each call.

Who can apply

The programme is for individuals — owners of the home where the work is carried out. The full criteria and the ownership documents required are set by the programme operator for each call and may differ from round to round.

  • You are an individual and the owner of the home concerned.
  • The work (window replacement) is on the list of eligible measures in the current call.
  • The proposed windows meet the thermal-performance requirements of the call.

We do not confirm your eligibility — the programme operator does. Check the exact criteria of the current call on energie.gov.md.

What it covers on the windows side

When window replacement is included in a call, the grant generally co-finances the energy-efficiency measure itself. What exactly counts as “eligible work” is defined by the programme; we make sure our offer is described in the terms the assessor is looking for:

  • PVC windows with a high-performance insulating glass unit, with the thermal transmittance stated explicitly.
  • Hardware, gaskets and, where relevant, window boards and sills, listed separately.
  • Removal of the old windows and installation, where the call treats them as part of the eligible work.

What documents the file requires

Besides the personal and ownership documents the programme requires, the file needs a quote and a technical specification for the windows. That is the part we prepare, in the right format.

How we prepare the documentation

How we build the quote and specification

We itemise the quote position by position: each window separately — dimensions, opening type (fixed, tilt-turn), profile, insulating glass unit and thermal transmittance. Not a single line “windows — X MDL”, but a table the assessor can check row by row.

The technical specification states exactly the characteristics the programme checks, thermal performance first of all, so the file is not returned for “insufficient data”.

Frequently asked questions

What is the Casa Verde programme?

A state programme through which individuals can receive a non-refundable grant for energy-efficiency work on their home, including, as a rule, window replacement. The conditions are published by the programme operator at energie.gov.md for each call.

How much does the grant cover for windows?

According to energie.gov.md, as verified in March 2026, the grant was announced at up to 50% of eligible works, with a ceiling of up to 200,000 MDL per household. These figures relate to a specific call and are not a guaranteed amount — check the round that is open now.

Are PVC windows eligible?

When a call includes window replacement among its energy-efficiency measures, PVC windows with a high-performance insulating glass unit are usually eligible, provided they meet the thermal-performance requirements. The exact list of eligible works is set by the programme.

What documents does the programme require?

The personal and ownership documents the programme requires, plus a quote and a technical specification for the windows. The full official list is on energie.gov.md; we prepare the quote and specification in the required format.

Do you submit the file for me?

No. We prepare the technical and commercial part — the quote and specification — in the programme’s format. Submission and the eligibility decision rest with the applicant and the programme operator. Termopan Plus is not an official partner of the programme.

Termopan Plus is not an official partner of, and is not affiliated with, the Casa Verde programme or any government body. We do not guarantee that a grant will be awarded. Amounts, deadlines and eligibility are set solely by the programme operator and must be verified on energie.gov.md.
